What steps will reproduce the problem?
1. Log into a user account (not guest)
2. Open a window, make sure that no part of it dips below the task bar to
cause the task bar to "grey"
3. press the power button to lock the screen.
4. Unlock the screen
5. Move the window so that it slightly underlaps the taskbar and causes it
to "grey"
6. Lock the screen

What is the expected result?
At the lock screen, the uber-tray should be visible regardless of task bar
state when the screen is unlocked.

What happens instead?
With a transparent taskbar, the ubertray has a grey bubble around it at the
lock screen, so is visible.

With a grey taskbar, the ubertray doesn't have a grey bubble, so is white
text on white background, very hard to see.

Please provide any additional information below. Attach a screenshot if
possible.

Restore tray background when locking screen.

BUG=121230
TEST=Move window to overlap ash shelf such that the shelf background is
visible. Lock screen, system tray background should become visible when
locked and invisible (to blend in with shelf) when unlocked.

I've seen this couple of times too but it doesn't reproduce consistently so
safely moving to M21.

This regressed at some point. We used to update the shelf visibility state
when the screen is locked, and while this is still called the ash
delegate's IsScreenLocked method will not return true until the lock screen
has finished loading (ScreenLockReady). As a result if you auto-hide the
shell it will also not show when locking the screen as it used to.
