Bugs related to login, sync and policy issues often contain logs like the
following:

ERROR:oauth2_policy_fetcher.cc(100)] OAuth2 tokens fetch for policy fetch
failed!
WARNING:syncapi_server_connection_manager.cc(56)] Net error during post: -21

Error 21 is ERR_NETWORK_CHANGED and is often caused by early network
changes (e.g. connecting to a proxy) or, seemingly, by the portal detector.

Similar issues have been fixed at issue 163710 but a couple of fetchers
remain that don't recover from these events.

This may be causing issue 173447, which should be retested after this fix
is in.
