ChromeOS app run after login? Write to SQL?

Can a chrome app be set to run after login? What about writing to an SQL database? We have a program that controls our inventory and I was thinking of trying to write an app that we can push out that reports to the database.
I don't think apps can see the serial number correct? What about the IP address?
