Why are the categories different for Apps vs Extensions

We have a personal finance app in the App part of CWS under Lifestyle - Money

and have recently launched a browser extension that is also a personal finance app but focused on people buying a home (it integrates personalized financial insights into major property websites while you search for homes)

but there is a severely limited set of categories for extensions which no doubt makes discovery hard

Can anyone explain why this is the case?
