How the extension ID is calculated?

Though our account has been suspended (due to negligence I think on our part). We are not able to run extension in developer mode as it is picking up the same old extension ID and Google Chrome removing it due to policy violation.

How can I have the extension ID changed in Developer Mode? It does not seem to be storing this ID within the file data. Must be somewhere in the Manifest.json.
