Chrome Kiosk App not working after updating Chromebook to version 40

I created a Chrome Kiosk App for our teachers to use with SMART Response VE so that students would not be able to open other tabs when taking online tests.  The app basically put the Chromebook in kiosk mode and takes the students to the SMART Response VE website:http://response.smarttech.com.

This App worked perfectly until we updated our Chromebooks to version 40.  The website  basically gets shrunken up into the very top portion of the screen and the students then have to scroll down within that tiny space to see the questions.  (See attached screenshot.)

I also tried this app on a Chromebook running version 41 and have the same problem.

In the application.css file I have webview set as this:
webview {
 height: 100%;
 width: 100%;
}

Any suggestions?

This seems to be http://crbug.com/441282

Ken, is there a "default" kiosk style sheet that's overriding the behavior?

I'm not aware of such behavior. +Vlad since he's on that bug though.
