Problem running video files in Chrome app on Windows tablet

Our Chrome app works fine on Windows/Mac/Chromebook. On an HP Elite Pad 900 running Windows 8 Pro, the app is unable to play either MP4 or M4V files (they are exactly the same except for file extension). This is also reproducible within Chrome itself, simply by trying to play a video in the browser on the device. 

It could be some kind of configuration issue on the tablet, but it seems to be an actual bug in Chrome itself. If anyone has thoughts I would love to hear them. Should I be trying to raise this issue with the Chrome development team? Is there a forum or list I can post to to raise awareness of the issue?
