  https://www.khronos.org/registry/webgl/specs/latest/2.0/ OpenGL ES 3.0 level rendering capabilities via the <canvas> element. WebGL has become an integral, ubiquitous part of the modern web. Graphics technologies evolve at a breakneck pace, however, and we need to continue to track OpenGL ES development to remain relevant to web developers.
Compatibility risk is low. WebGL 2.0 is based on the OpenGL ES 3.0 spec, which is a widely supported standard on newer mobile devices and has a proven track record with developers. The features it exposes have already demonstrated their real-world usefulness in native applications.
WebGL 2.0 doesn't introduce significant new technical restraints beyond what WebGL has already imposed. Yes. http://crbug.com/295792
