Motivation

As per SVG2.0, SVGViewElement.viewTarget is removed

Yes.  The plan is to show deprecation message now and do removal in M56

LGTM1. The viewTarget IDL attribute merely reflects the content attribute as a SVGStringList, but the content attribute doesn't do anything. So the advice to web developers is to just drop viewTarget and things will continue to work the same.
