RFC: using chromium CQ for blink as we get closer to the merge

Hello Blink Developers,

We're already triggering most chromium CQ builders for all blink CLs in experimental mode (i.e. CQ doesn't wait for them and their result does not prevent them from being committed).

Remaining chromium CQ builders are triggered only for a percentage of blink CLs and we're waiting for more hardware to arrive before increasing the percentage. The ETA of that is later this week.

In https://code.google.com/p/chromium/issues/detail?id=512358 and some offline discussions Jochen suggested we just use chromium CQ bots for all blink CLs and make the blink autoroller use NOTRY=true (since each individual blink CL would be already tested on chromium CQ).

What do you think about that plan? Do you have any questions or concerns? Please let me know.

I think this sounds like a good plan, and the sooner the better, since it's just one step closer to the merge.
