LayoutNG

The layout team has been working on a design proposal for a new layout
system for the past quarter and we're now ready to share it with the
wider team.

Code named LayoutNG it designed with fragmentation, extensibility and
interruptibility in mind. The plan is to support both the new and old
layout systems in parallel and gradually migrate layout types over to
the new system.
