Access chrome private api?

I would like to use chrome.networkingPrivate api, but I'm not sure how to do that, can't find any working example?

Private APIs are intended for use by whitelisted extensions/apps only.  This most frequently means that they are used by a component of chrome itself (for instance, a chrome://settings page) or by a component application (like the settings app in ChromeOS).  They aren't designed for use by any other extensions because they tend to be far more powerful than the public APIs.
