Request to review API extension - chrome.webRequest TLS info

Hey all!

A while back I started working on a patch to extend the details object provided by the webRequest.onCompleted details object with information about the underlying TLS transport if one was used as part of some work with EFF. I ended up getting all the way to creating a CL before realizing there was a wiki document detailing the proposal process which I had completely missed.

I've tried to fill out as much of the proposal doc as possible but as I am not a Google employee I wasn't really sure how to fill in a few of the questions (I also unsurprisingly couldn't add it to the proposal tracking doc).
