chrome.appRuntime LaunchSource and manifest changes

Hi,

CrOS is adding some new UI that allows the user to launch an app in a specific mode to allow the user to quickly complete specific workflows.

One way to accomplish this is by adding some new LaunchSource enum values in the chrome.app.runtime API as well as some additional metadata to the manifest so we can determine if an app supports this new type of launch source.

This all looks fine to me, but please wait and see what Devlin thinks of the manifest changes.

There are still some nits on the doc that we should iterate on, but I think we're on the same page with the general concept.  Has anyone from the security team taken a look?
