As a private API, I don't have too many concerns about this (though I'm deferring any security decisions to the enamel team).  I do wonder why it's not part of the webrtcLoggingPrivate API, though?

Thanks for taking a look!

As I commented on the doc, I'm perfectly comfortable with putting it under webrtcLoggingPrivate. There's no immediate need to generalize it, so I updated the doc.
