Adding support for Files to NetworkContextFilePaths

Hi,

As part of work to sandbox the network service, I'll need to make changes to how files are opened on Android, and would like to add support for using a File instead of a FilePath to NetworkContextFilePaths. I have a doc written that adds more details here under "Network Service Changes." I'd like to request feedback on whether this is a reasonable path forward or if I should consider alternatives.

Hello again,

After some feedback I updated this document to focus on changes to ImportantFileWriter callers instead of the class itself.

The new proposal involves more significant changes to //net and the network service, so I'd like to request another round of feedback on these changes specifically.

If it looks good I plan to start implementing a proof of concept on Monday.
