Enforcing Java modifier order

Hi folks,

Any objections to enforcing modifier order recommended by JLS [1]?

The correct order for reference:
public protected private abstract default static final transient volatile synchronized native strictfp

This can be easily enforced by checkstyle, see the CL for details: https://crrev.com/c/1803140.
