COOP + COEP => Access to threaded SharedArrayBuffer

Hey friends,

With Mike's recent Cross-Origin-Embedder-Policy proposal, we're getting closer to a world where we've sketched out all the individual restrictive features that allow a browser to enable access to high-precision timers & co., without the risk of leaking cross-origin resources/documents.

To get us a bit closer to that end state, a few of us put together a doc that outlines how this might work:

There are still some gaps in the doc, and we have a few unresolved questions about both COOP and COEP, but I'm hopeful that we're converging on the general shape of how things would work. So: please take a look at the doc and holler if you have any feedback, either in a doc comment or directly on https://github.com/whatwg/html/issues/4175.

That sounds like a great idea. I'd like to wait with involving them
until we've iterated on tests and specifications together and at least
have one reasonably compliant implementation, but once we're there we
should definitely pass this resource along.
