PSA: Chromium CQ has a backlog of issues to land

Hi Chromium developers,

Right now, Commit Queue is slow to commit CLs that have passed all tryjobs. This is tracked in http://crbug.com/680808.

It's not yet completely clear why, but most likely because you are very productive && tree was closed for 1 hour.

There seem to be no fairness in the order of commits such that 1 CL was stuck for 2+ hours :( I'll address this unfairness soon.
