locale_file_path.empty() warning

WARNING:resource_bundle.cc(353)] locale_file_path.empty() for locale

The warning appears when you build headless_shell under an empty directory, say out/Default. It tries to look for out/Default/locales but couldn't find.

This doesn't affect headless_shell at all, so you can safely ignore the warning message.

An alternative, you can build chrome and run chrome --headless to avoid this message.
