publish_tarball job failure

Hello chromium packagers,

The publish_tarball job has been failing consistently on pretty much
all builds (except for a couple of successful ones) since 2019-07-26.
As a result, there's no source tarball for 77.0.3865.10 from the dev channel.
Is this a known issue, and is someone looking into it?

I think this has gone unnnoticed; I've filed https://bugs.chromium.org/p/chromium/issues/detail?id=990747 to keep track of it.

It'd be good if gatekeeper could be fixed and send emails when things break (https://crbug.com/884710), that helped me watch both the "publish tarball" and the "build from tarball" bots in the past.
