External chrome extension can not enable

I install chrome extension using registry key in window and its working good when I start chrome it automatically install that extension. And that it is disable by default but problem is that when I try to enable it from chrome://extensions its not working the box is checked but it couldn't enable like it not show the icon in omni bar.
At the bottom of enable button this is written Not From Chrome Store.

I try to install this extension by drop and drag system it install successfully and enable by default but if I disable it and try to enable it does not work.

What is the problem ?

On Windows and macOS, you cannot install extensions that are not from the web store, unless they are installed by administrators using Group Policy, due to malware issues.


(I am surprised that drag and drop worked, though. Perhaps it became disabled not immediately and you could not notice)

Drag and Drop is working prefect and you can use it by this method, until I'm not disable it from chrome://extensions.
If I disable it I'm not able to re-enable it that is the problem.

There is software IDM which is used same method as I mention above there extension is working fine.
They are using local .crx file I see this in window registry key.

If I am not mistaken, in enterprise environments, you can use the registry to install extensions (and not only Group Policy).

By the way, does drag and drop work across browser restarts, or do you have to do that every time you restart your browser?
