Request for New Chrome Extension Event: Safe Tab Movement Detection

My feature request is a new chrome extension event that gets fired when it is safe for extensions to move tabs in the tab bar. Explanation:

For example, I have an extension, that when a user activates a tab, it moves it to the end of the tab bar. However, moving the tab as soon as the user clicks on it is bad UX. This behavior that should be avoided is called a "moving target". Chrome itself avoids moving targets as well, for example, it waits until the user moves their cursor away from the tab bar before doing a tab resize, if available.

Currently, my extension relies on content scripts that listen to the "mouseenter" event to know when it is safe to move a tab, however, I feel as if a content script is overkill for this purpose since it requires extra permissions and my extension does not actually care about the content of the webpage. It only cares to know when the user moves their cursor away from the tab bar. Since Chrome already has this logic implemented, could this be extended to the chrome extension API?
