Extension disabled

What is the best way to get around this later decision by Google to disable extensions not in the Chrome Web Store?

For several reasons, I cannot upload my extension to third party sites.

Does setting developer mode on solve this problem even if Chrome updates?

Some of my clients prefer the option to "Load unpacked extension" because the developer mode browser has some other differences, such as features that are cutting edge, and not fully tested.  For example there are some rendering differences.  Sorry I don't have specific examples, except that our Japanese web site renders with more white space.
