Extension sending old download objects in browser start up

My Extension is listening for chrome.downloads.onUpdated API & chrome.downloads.onCreated API, when browser start up, it gets triggered for the old download objects. Please help in this case

I believe this is working as intended, here is an old bug that may be helpful. Specifically, you are probably wanting to use `onChanged`
