Overlay Widget Chrome Extension

I want to develop a chrome application, which provides a widget and should overlay the screen. The widget should be visible even if the chrome browser is minimized (similar to how chrome displays a panel at the bottom of screen on sharing a screen) . Does chrome have any api for the above requirement? I went through the chrome api's but didn't find any.

Any pointers would be really helpfull.
