Account that can not transfer Chrome Extensions

Hello

I am a chrome store developer and I would like to transfer one of my extensions ownership to another account.

To do that, I need to enter a reference to a $5 fee from Google Wallet on this page: https://support.google.com/chrome_webstore/contact/dev_account_transfer


The problem is... I joined the chrome store as a developer before there was this $5-fee to pay.

-> I do not have an "original order number" -> I can not transfer any extension...

How do I do? Is there a secret hidden page where I can pay that $5-fee now to get this order number and be able to transfer extensions?
