Pls help me with this strange issue when publishing extension.

I've tried 4 times, bu got same error all the time:

Violation type
Spam and Placement in the Store

I am very frustrated because I have checked a lot of information and expanded the instructions in troubleshooting, but still cannot find the specific reason. Here are some details I filled in the dashboard and my manifest. If you could help me take a look at any potential issues, I would be extremely grateful.

Single propose description

XPage aims to replace the new tab of browser, it provides powerful search functionality and some internal widgets.

Bookmark permission justification
XPage aims to assist users in managing bookmarks in a better visual way, so it will ask user to grant bookmark permissions. It will be worked only when the permissions is granted.

Favicon permission justification

XPage aims to assist users in managing bookmarks in a better visual way, it will shows favicons of bookmarks as icons, so it will ask user to grant favicon permissions. It will be worked only when the permissions is granted.

Host permission justification

XPage needs to get some information from other hosts when user install widgets, like get daily news, weather information, stocks and so on. So XPage asked for host permission to get data from trusted hosts.
