2019 manifest-v3 release date

Hi, in preparation for the changes upcoming on the manifest-v3 I am working on making changes on my application so it can keep working but the timing is crucial here, is their anyway that you can tell us when or in what month specifically this version will go to production?

Any insight will be appreciated thanks in advanced.

The changes have not even landed (or fully developed, discussed or agreed), so I doubt the production date is known.

PhistucK is on the money: we don't have a firm timeline for the MV3 rollout. 

That said, the extensions team is currently working on a "developer preview" of the MV3 changes. The intent is to implement most of the major changes to the platform so that extension developers can start transitioning and sharing feedback about the process. We don't have an exact date for this, but we're hoping to ship it in the next few months.
