It should be possible in fullscreen, so long as you call preventDefault on the event. See https://bugs.chromium.org/p/chromium/issues/detail?id=680809&desc=2#c34

It's not a direct solution. Now I must change my web page code but in the end its working and its only solution for the problem! Thank you so much!

You can create an extension that injects that to any page instead of adding this code to your web page.

use this file =>-src/chrome/browser/ui/browser_command_controller.cc
u can disable every short keys here and there is no need to extensions and anything like that. we should not answer if we dont know the right  answer. respect people and dont confuse them.

First, that is only in case Özkan builds a customized build of Chromium. Since Özkan has not noted whether this is a customized build of Chromium, I did not assume that.
Second, an extension is more portable and does not lock you to a specific/customized version (sometimes out of your budget/expertise), nor does it require making changes to a website (sometimes out of your control).
(Also, by writing that code, whether for a website or for an extension, you could easily use it for both of them)

Either way might work, but knowing more of the options is better. And there is no "right" answer so far, because it depends on the exact situation/goals of Özkan.
