Error in building chromium on Windows

When I run gn gen out/Default it give me "last change" error 

I don't know which kind of file it is searching there

and it doesn't create "build.ninja" file because of that error

(1) Did you completely follow https://chromium.googlesource.com/chromium/src/+/main/docs/windows_build_instructions.md, especially the `gclient sync` step?

(2) Did you note that, at least the first time, `gclient` needs to be run from `cmd`, not PowerShell or any other shell?

As Peter suggested, this file is generated by gclient sync. If this is the first failure when people fail to run gclient sync then maybe we should adjust version.py so that it detects this and prints a helpful error message. We've had some luck with similar improvements in the past.
