User experiencing "Unable to load AWS_CREDENTIAL_FILE" from gsutil during download_from_google_storage

For some reason this user is unable to check out and build either ANGLE or Chromium. This error comes from here:
The AWS_CREDENTIAL_FILE variable is not defined in their environment. There's some prior instances of this error:
However it's unclear what might be wrong with this user's environment or our workflow. Is anyone able to help diagnose the problem? We tried logging in with download_from_google_storage --config but that didn't help.

This may not be directly related, but the 4.61 version of gsutil that that person is using in depot_tools has issues, so we've reverted it. Maybe have them make sure their depot_tools copy is up to date?
