PSA target_cpu "arm" -> "arm64" for target_os="android"

We've changed the default value because arm64 is now the dominant architecture.

Could you please run a test to see if hwasan works with this ? cause I'm having trouble building it for android. My flags are
target_os = "android"
target_cpu = "arm64"  
is_component_build = false
is_hwasan = true
is_debug=false

You have target_cpu = "arm64"  already set, so this change does not affect you. It's only changing the default (when the arg is unset)
