Prompt API Model Download Stuck in "Downloading" State After System Wake from Sleep

Hi everyone,

I'd like to report a issue while using the Prompt API On-Device Model feature.

Description

When the computer enters sleep mode during model download, the model remains in "downloading" state after waking up, but no download progress is reported. The debug page (chrome://on-device-internals/) shows:

  • Foundational model state: Install Not Complete
  • Progress bar: No progress data available
Reproduction Steps
  1. Initiate a Prompt API model download
  2. Allow computer to enter sleep mode during the download process
  3. Wake the computer from sleep
  4. Observe that the model status remains "downloading" but no progress is reported
Environment
  • Chrome versions tested:
    • 146.0.7680.80
    • 148.0.7740.0 (Canary)
  • Processor: 13th Gen Intel(R) Core(TM) i7-13700 2.10 GHz
  • RAM: 16.0 GB (15.7 GB available)
  • OS: Windows 11 Enterprise, 64-bit
Additional Notes
  • This issue is non-deterministic and exhibits inconsistent behavior across different devices
  • Devices with identical configurations may show different outcomes—one may encounter this issue while the other does not
  • No clear pattern has been identified so far
Workaround
  1. Option A: Restart Chrome — sometimes the download will resume automatically, but this is not always reliable
  2. Option B: If restarting doesn't work:
    • Navigate to chrome://components/
    • Locate Optimization Guide On Device Model
    • The status shows "Update error"
    • Click "Check for update"
    • The status changes to "Downloading" and progress can be retrieved again
    • Note: The download appears to restart from 0%
