Changing build default for formatting generated blink bindings

Hi all,

Summary: I will be changing the default build behavior not to format generated blink bindings (CL). If you regularly look at the generated code you can keep the current behavior by adding "blink_enable_generated_code_formatting = true"  to your args.gn file. Code search will continue to index formatted code.

Formatting has a noticeable impact on build performance and most developers don't look at the generated code. We've had the formatting disabled on CQ for 9 months without issue but developers have continued to pay the cost in local builds and elsewhere. See 1214033 for more details.
