Support the media query feature prefers-color-scheme from Media Queries Level 5 to let authors tailor content to color schemes like dark mode set by the user in the OS or browser. Keywords: light, dark, no-preference.
MacOS has support for dark mode and there is work in progress for this on Android and ChromeOS as well. The media query will allow for authors to respond to this choice, but also it will allow for WebUI to respond to such modes. Firefox: In development Edge: No public signals Safari: Shipped Web developers: No signals

Yes, the feature will be supported on all platforms, but whether the user will be able to change to a specific color scheme may depend on the OS. None https://www.chromestatus.com/features/5109758977638400
No

What about Windows 10? It also has a dark mode.

Sure. I did not make an extensive list.

While I'm looking forward to pages blending in with their surroundings in the same way that native apps can, I noted that the specification didn't contain a privacy considerations section, which seems necessary given that media queries in general reveal interesting information about the context in which a page is executing, and the preferences of users generally.

Thanks!

Do you have a tracking bug for this?
