flag ownership: save-page-as-mhtml

Hi offline-dev@!

As part of flag ownership I'm trying to assign owners to every flag in Chromium :) It looks like this flag has been around for many years now (since at least 2012: issue 120416).

1) Do we still need this flag?
2) If so, who should own it and when should we expire it?

I think this flag is mainly around for developers on a desktop platform that want to test saving MHTML as it is done on ChromeOS.

With the increase in MHTML consumption on mobile this seems like an important capability so I'm in favor of keeping it without expiry.

offline-dev (and I volunteer as tribute if we also want individual owners in the list) is a great owner for this flag.

Got it - if this is primarily used by developers on desktop platforms, would a switch be a better fit? Configuration docs :)
