tl;dr: I propose to issue server push lookups in the main cache only though there are two caches(main and media) above the network stack.
A new section, "Cache Access", has been added to the design doc discussing the cache access and server push lookups. In testing, we noticed there are two caches above the network stack while the network stack is ignorant of which cache access it owns. Server push lookups are issued from the network stack and expected to find the cached resource. The new section discussed several alternatives on deciding which cache we want to access. We'll access the main cache only as a first step to move forward. Please refer to the updated design doc for more discussion.
