I don't think there's a reason other than maybe that's it's hard to test this upgrade. Ryan started attempting to upgrade here, I believe: https://crbug.com/723733

Main issue is SSLv3 deprecation, when gsutil 4.13 and bundled with it Python-httplib2/0.7.7 is still using it, in some cases it is impossible to use Oauth 2.0 for accessing cloud buckets with gsutil 4.13

Is there any specific reason why 4.13 enforced or it could be upgraded to 4.28?
