Looks like the known issue is that the shortcut does not work. What about the fact that no results are returned even for the hash based URL?

I can't reproduce that: the results are returned just fine.

Perhaps the traffic is split between multiple instances and I happen to be assigned to a bad one...

As it turns out, the hash based URL was missing some crucial parameters.
I believe I got the URL without those parameters by simply going to cs.chromium.org and searching. The form must be missing these parameters or whatever, so make sure that when the changelist it rolled forward again, the parameters are there as well..

The link you included in your original email (https://cs.chromium.org/#search/&q=data_&type=cs) works for me across all my accounts and browsers, including incognito.

If you can still reproduce urls with no results, please continue this in a bug.
