Users cannot submit a review

Recently, we began receiving reports that our users cannot submit a review of our extension.   When they access the Review tab, it always displays "CREATE A PROFILE TO RATE" even though they are logged into their Google account.  

We have run tests ourselves and encountered the same issue.   We recently began inviting users to submit reviews so there has been a recent uptick in review activity; but otherwise nothing has changed.   Any help would be appreciated.   Thanks.
