Is there a way to have the "minimize", "maximize", and "close" buttons
at the same level as the tabs? There is a lot of wasted space up there.

Only by modifying and compiling Chromium yourself.
Note that in maximized mode, they are at the same level, more or less (at least on Windows).

True, but I'm referring to when the window is not maximized. There are
times when I like to have multiple windows visible at once with one
stacked on top of the other.

I think their reasoning for having them higher when not maximized is to
provide more room for grabbing and moving the window when many tabs are
open. Otherwise, you have to be much more precise with your mouse
movement in order to move such a window.

That and also, I guess, for operating system consistency (this is the way Windows Vista (and later) windows look).

Yeah, too bad Chrome developers don't know how to do side tabs.

I would prefer the OPPOSITE (as a preference for those w/ high-
resolution displays). I want to have a full-size title bar at all
times in the Windows version. That way, the Win7 AeroSnap feature
would work correctly. As it is, I can't easily grab-and-drag or right-
click the title bar of a maximized window...especially when I have a
lot of tabs open or I'm working on a high-resolution display. If there
was a full-size title bar, I could easily grab the title bar and drag
down to restore windowed mode, or drag the maximized window left or
right to snap to the side of the screen. I could also use the standard
right-click accessibility shortcuts: R - restore, X - maximize, N -
minimize, C - close, ... I haven't even mentioned the annoyance of not
seeing the full title for the current tab. I'm OK with the default
appearance having no title bar, but I need the option to have a true
system title bar in the Windows version. It's especially irritating
because the Linux version has this option and the Windows version does
not. :(

This has always bothered me as well, so I created this issue:
