Intent to Implement: Rewrite Flash YouTube Embeds

Summary
We want Chrome to automatically use the HTML5 content of a YouTube embed when the Flash one is used. This will allow the long tail of websites that never updated to the HTML5 embeds to no longer require Flash for Chrome users, thus reducing overall usage of Flash in Chrome.
 
Background
Chrome wants to push Web contents to HTML5 by default. Safari 10 announced a similar policy of disabling Flash and they have been rewriting YouTube Flash embeds on iOS for some time already. Firefox is also going in this direction and they shipped a YouTube Flash embeds rewrite in Firefox 47.

Yay! I asked about doing this ~1.5y ago (if it sticks, you should be able to remove MobileYouTubePlugin, our existing YouTube workaround), but at that time nobody had demonstrated that it was web compatible.

Flash as the very out-dated product should be deprecated, HTML5 is the right way, lightweight, more open, more secure.
