Stuck on "Your order is currently being reviewed and may take up to 24 hours to process."

I'm trying to publish my first extension to google chrome store, but i'm stuck.

On the "Developer Dashboard" it says:

"Your order is currently being reviewed and may take up to 24 hours to process. We thank you in advance for your patience. If you have any questions about this order's status, you can contact us directly from your Google Wallet account by selecting the order listing to contact the merchant."

In google wallet it says:

"Your purchase is processing."

It's been like this for 3 days.

Are there any other way to pay the $5 fee?

Or is it something else that's preventing this transaction?

Has the extension been flagged?

What's going on?
