PSA: WTF is moving to a new home: platform/wtf

Hi Blink devs!

We are going to move WTF library to platform/wtf. Here's the one-pager design doc:

At this moment, you don't have to change your current behavior. You can keep #including "wtf/XXX.h" and keep using WTF libraries as you used to. During the work, actual implementation of some libraries may be moved to platform/wtf, and in that case the forwarding headers in wtf/ should contain comments indicating the new place of the implementation.

I will send another PSA when you need to stop #including "wtf/XXX.h".
