Intent to Deprecate and Remove: webkitURL on WorkerGlobalScope

Summary

Remove the global webkitURL constructor in workers

Motivation

It's prefixed and unused.

Compatibility Risk

Only WebKit-specific content could break, but given the usage there's practically no risk.

Alternative implementation suggestion for web developers

Use URL.

Usage information from UseCounter

UseCounter.h says it started working in M37, and it's consistently been at zero.

Note that webkitURL is on Window as well, but that will take some more finesse:
