To give slightly more context, the idea is that APIs should not behave differently (aside from persistence of data) if the browser is in incognito mode, making it hard to detect from the website's POV.
Giving Blink access to this information is very likely to be incompatible with that idea.

... and the main motivation for that is so that websites "function" in an incognito session without web developers having to do additional work to support incognito mode.

Just in case this would help, what are you trying to do? There might be other ways to accomplish that, without exposing incognito status to the web.
