Here is the link to an updated version of the official 2015-16 MathCounts School Handbook.

This version is better because it includes, not only the answer keys, but also worked-out solutions to every problem.  You can teach yourself how to do the problems you don't understand by reading the worked-out solutions.

The solutions start on p65.
