I´m very pleased to send you the first Draft report of Results of the 2012 CGIAR Stakeholders Perceptions Survey GLOBESCAN has just delivered.
GLOBESCAN has open this draft report to comments from the Survey Committee before releasing the final version of the report. We are planning to give them feedback in one week if it is possible.
Using Committee´s feedback Globescan will make the presentation of the final report by the end of March, hopefully.
Personally, I believe this report represents an important asset for the CGIAR Consortium which adds to the comprehensive and detailed database of stakeholders that we have developed and already shared with CRPs. I´m also confident about potential uses of the results of this survey to feed other processes inside the CGIAR.
It´s a long Power Point presentation but mostly due to the detailed presentation of results for each CRP (slides 60 to 139). Starting in slide 28 you will find an interesting section (“Partnerships Drivers Analysis”) which ends with the “Strategic Matrix” for the CGIAR as a whole in slide 46. Apart from the interesting and usable results you will find throughout the whole document I believe this is a good demonstration of the type of analysis we could further develop using the Survey database. Furthermore, I´m sure we can enrich GLOBESCAN findings using Committee´s deep understanding and experience within the CGIAR Consortium.
I propose you to have a conference call with GLOBESCAN in the week of 18-22 March to analyze this draft report, and discuss the possible uses of its results and the communication strategy with our stakeholders, among other issues that could arise. We will shortly send you a Doodle invitation to coordinate this teleconference.

I have not reviewed the entire Draft report but the sections that I read look fine. I asked Kwesi Atta-Krah to also review it and here is his reaction:
I have run through the overall objective of the survey and the specific score card results on Humidtropics. I note the extremely low response rate. This however can be linked to the timing of the survey, with respect to start-up of Humidtropics; we have barely began. Such a survey would best be conducted at least after one year of operation, not at the start of the program. Having said that, I believe a large part of the perceptions were based on experiences during the 2 years of reform and project development, as indicators of things to come.
The results are however useful in pointing to areas that the CRP needs to strengthen into the future. For instance, it was said that the CRP’s weakest points were with respect to collaboration and transparency. These two are stated hallmarks of the character of Humidtropics, and therefore point to the fact that a lot more needs to be done in these areas.
It is good to note though that the “overall perception of partnerships with Humidtropics is very favourable, with 83% of respondents satisfied, and none saying they are unsatisfied”. Given that the program indeed is still just getting started from the starting block, I will not read too much into this, but would see it as a source of encouragement for us to take partnerships even more seriously and ensure that the level of transparency and collaboration are indeed high and positive for both partners and the CGIAR.
In summary I would say that the draft report is acceptable, useful and reinforces the need to make partnership building a top priority.
I will not be able to participate in the conference call.
