Date: November 20th 2012 (45 minutes)
The main objective of the TLC was to discuss the first draft of the questionnaire sent by Globescan which was mostly based on the agreements reached during the Punta del Este meeting on October 29th .
Daniela made a brief introduction about the main background components to be considered during the teleconference:
1- Scope of the survey: perception of stakeholders about the new CGIAR and baseline to assess future evolution.
2- Objectives as defined on the proposal approved by the Committee.
3- Partners: types and definitions. The definition and type of partners are not the same across the CGIAR system. For this reason, one of the objectives of this survey would be identity and put clearer what kind of collaborators are we considering partners as such and which ones would need revision.
Globescan presented the current situation of the questionnaire for the Survey and welcomed the written suggestions already made by the Committee to the first draft version. Likewise, Globescan made a summary of the internal interviews developed so far. Overall they have had a very useful and positive response from the interviewees, identifying different perspectives in terms of definitions and relative importance of partnerships throughout the CGIAR System. They will present a brief written summary shortly.
The main issues raised by Mark and Teunis on the questionnaire were the following:
· The emphasis on CRPs and the possibility of respondents does not be familiarized with them
· The potentially simplistic design of the questionnaire in terms of the categories of partners and the outcomes of the survey.
Discussion ensued.
It was agreed that:
· The questionnaire has to be clear in term of the wording used: CGIAR, CRPs, Centres
· GFAR (MARK) will send to the Consortium Office (Daniela) the typology of partners used by GFAR to improve the questionnaire
· Globescan will improve the questionnaire taking into account the comments received by the Committeewhile maintaining the scope and objective of the Survey. Re-wording the questionnaire in order to avoid misleading interpretation of the respondents was proposed by Globescan
· Globescan will provide the regression to be used for processing the survey.
· Consortium Office will send to GFAR the list of GCARD II participants to complete with those data missed in order to be used for the survey. GFAR will return asap.
· The next draft of the questionnaire will be sent to the Committee by the end of this week hopefully
It was also agreed that Interviewees will respond from their personal point of view using their own conceptions and current knowledge of the issues assessed. This is a natural shortcoming of these types of perception survey and is unavoidable to a good extent.
Daniela briefly reported about the progress of the CRP lists of partners. 9 CRPs have sent them to the CO and the pending CRP lists of partners is expected to be sent to the CO during this week. The CO will send all the lists to Globescan by next week.
